Brief Description of Duties: Under the direction of the Navy Region Northwest Installation N9 and N92 Regional Program Director (RPD), the incumbent is responsible for managing and supervising the day-to-day operations of the Morale, Welfare and Recreation (MWR) programs, events, activities and facilities for an installation. The primary purpose of this position is to serve as a subordinate, on-site manager, representative and technical advisor to the Installation N9 and Region N92 RPD for the planning, organization, administration, management and supervision of the installation MWR programs and activities. Incumbent also serves as the primary advisor to and representative of the site/installation commander for matters pertaining to MWR policies and the current and future delivery of MWR programs and services to the installation. Incumbent is responsible for supervising the effective coordination and accomplishment of all MWR functions which support the assigned installation and its tenant commands. Incumbent manages an overall program with a large (500+) combined workforce of Non-appropriated Fund (NAF), Civil Service and assigned military personnel.
Qualification Requirements: Must possess a four year college degree in Recreation, Physical Education, Hospitality, or business Administration plus two years of related experience or five years of experience that provided a knowledge of goals, philosophy, principles, methods and techniques of a diverse organization that includes but is not limited to sports, fitness, aquatics and recreation and food and beverage programs and an understanding of interest of individuals or groups. Must possess a comprehensive knowledge of a wide range of federal, state and regional policies and regulations and an in depth knowledge of DoD and Navy policies, regulations and procedures pertaining to planning, budgeting, funding and recreational management. Skill in interpersonal relations and negotiation for acquiring compliance, concurrence, or approval of policies and procedures among Navy organizations. Skill in applying management principles, concepts and methods involving a full range of resources, facilities and personnel support management functions including operations, maintenance, utilization and financial management. Knowledge of personnel management in classification and recruitment of positions and conduct of employee management relations and employee development. Working knowledge of Navy instructions and directives pertaining to operation of MWR programs.
Conditions of Employment: Work is primarily performed in an office environment with occasional exposure to weather elements during attendance at outdoor events. Occasional lifting and carrying of moderately heavy objects (50 pounds), standing, stooping and climbing are required. Incumbent must have the ability to obtain and maintain security clearance eligibility. Must possess and maintain a current state driver’s license.
